Job Description


MAIN ROLES

Collaborate with commercial personnel to formulate shipping and inventory management schedules. Oversee and manage ship loading operations at the pier facility. Coordinate screening requirements for third-party vessels scheduled to arrive at the pier facility. Foster and maintain relationships with port authority, port pilot personnel, regional oil spill resource sharing scheme personnel, and the local Oil Spill Response Committee. Ensure flawless operational and functional control at the Truck Loading Facility (TLF), minimizing disruptions and variances to the plan.


TASKS AND RESPONSIBILITIES

- Prioritize Safety: Uphold safety as the top priority in all activities. Possess a comprehensive understanding of Emergency Response Manuals and assume control in emergency situations as required.

- Compliance: Ensure full compliance with the Operations Integrity Management System (OIMS) and industry safety criteria for piers and marine movements.

- Oil Spill Response: Oversee oil spill response preparedness and manage marine and pier operational practices for safety equipment, operational preparedness, maintenance procedures, and custody transfer.

- Operational Excellence: Maintain a satisfactory audit status, adhere to Management and Protection of Information (MPI) guidelines, and meet operating stewardship targets.

- Systems Implementation: Ensure corporate systems are effectively implemented on-site, with a focus on continuous improvement and addressing identified gaps.

- Collaboration: Work with Offshore Logistic Team (OLT) and functional managers to align work practices and improvement priorities across sites.

- Continuous Improvement: Drive improvements in work processes, technology, and organization. Integrate technical expertise, industry knowledge, and business experience in decision-making.

- Accountability: Hold oneself and others accountable for results, remove obstacles to enable group success, and encourage creativity and adaptability to resolve issues.

- Crude and Vessel Operations: Prepare for and load crude and vessels, steward marine budgets, and minimize demurrage payments. Ensure vessel loading operations meet quality assurance standards.

- Administrative Responsibilities: Handle shipping documentation, advise the engineering standards committee, and communicate organizational purpose, priorities, and goals to employees.

- Relationship Management: Maintain positive relationships with external parties, including regulators, joint venture owners, customers, and business partners. Manage TLF customer relationships to ensure smooth truck loading operations and minimize customer complaints.


SKILLS AND QUALIFICATIONS

- Education: Bachelor’s degree in Engineering or a relevant discipline.

- Experience: Significant experience in the marine industry and operations, with a background in oil and gas offtake, operations, maintenance, or engineering.

- Knowledge: Thorough understanding of operational, safety, and emergency procedures related to tanker loading/discharge equipment. In-depth knowledge of crude oil shipping operations and lifting agreements.

- Expertise: Proficient in crude reconciliation, hydrocarbon accounting, plant process operations, and crude and gas supply chain operations.

- Leadership: Demonstrated experience in managing multi-disciplinary teams, strong communication skills at all organizational levels, and knowledge of risk management tools and practices.

- Customer Focus: Good understanding of customer relations and product allocations.

- Results-Oriented: Strong orientation towards achieving results, coupled with conceptual thinking, self-confidence, courage of conviction, analytical thinking, and the ability to perform under pressure.
